Abby Carter Emanuelson is Executive Director of the North Carolina Alliance for Health, where she leads statewide efforts to advance policies that ensure every child and family has access to healthy food and the resources they need to thrive. With more than 25 years of experience in public policy, strategic advocacy, and coalition leadership, Abby specializes in building broad, cross-sector partnerships that turn research and community voice into lasting policy change.

At NCAH, Abby works closely with advocates, educators, farmers, public health leaders, and policymakers to strengthen and protect SNAP, expand access to School Meals for All, and funding North Carolina’s Farm to School to better connect North Carolina farms directly to North Carolina’s children.

Prior to joining NCAH, Abby served as Executive Director of Care4Carolina, where she led a statewide coalition of more than 200 organizations. Under her leadership, the coalition successfully championed Medicaid expansion in North Carolina, one of the most significant health policy victories in the state’s history.

Abby holds a Master of Public Administration from North Carolina State University, a Bachelor of Arts from Louisiana State University, and an Associate of Arts from Peace College.
